Preheat the oven to 425°F and grease 24 regular-size muffin cups.
In a large bowl, combine hash brown potatoes, salt, black pepper, melted butter, 1/3 cup shredded parmesan cheese, and 1/3 cup shredded cheddar cheese.
Divide the mixture evenly among the muffin cups. Use your fingers or the back of a spoon to press it into thin, hollowed-out nests. It's okay if the edges are uneven.
Bake the nests for 15–20 minutes, or until the tips are browned and the insides are golden. Remove from the oven.
Whisk the eggs in a bowl and season with salt and pepper.
Place 3–4 strips of ham into each nest. Pour in the egg mixture, then sprinkle with diced red pepper and more Cheddar cheese. Top with chives.
Return to the oven and bake for 10–12 minutes, or until the eggs are set.
Let the nests cool for about 5 minutes. Carefully slide a knife around the edges to release them from the muffin cups.
Serve warm and enjoy!
